The islands of Wadden are similar in respect to the surf as the near neighbouring German islands of Borkum and Norderney, they have long open beaches offering peaky waves over sand banks and are pretty open to the elements - offshores are needed for the best surfing conditions. You can get access to two of these islands - Terschelling and Vlieland via a ferry from Harlingen and you can get to the island of Texel from from Den Helder on the ferry. When you arrive here you will find uncrowded waves during the Autumn - which is the best time to be here.
